I'm pretty sure you have to beat two wandering armies that come straight for your legendary lord, then there's a 3rd event quest that you can teleport to to defeat the final challenger. dont even wanna play norsca anymore when its bugged like that I do believe when you get to lvl 100 with one of the gods, the challengers of the other gods come for you. very disappointing that i cant get it to work. but i didnt get anything, no pop up or whatever, chaos still not triggering. after all that i reloaded a save to a turn before, and it showed that indeed that all others are locked with´the chains and 100 with the crow. It sounds like your allegiances bugged out and got locked into place some how. After that, you can't raise or lower your allegiances, they're locked in place. Normally you keep razing settlements until you get one up to 100, which then triggers the chaos invasion.
